In his interview Mr. Kemp describes how York Region used to manage traffic manually with students counting cars at intersections. IMS Traffic Intelligence on the other hand, uses cell phone signals to obtain a real-time snapshot of a much broader area of traffic data than physical car-counting. “… which is a real game changer for us.” Says Kemp.
